What we do

Five practices, one connected system

Each practice links the level above it — from governance and policy down into the operations and measurement that prove the system is working.

Too often, organizations measure the outcome of a program and never measure the function that produces it.

A program can deliver results and still be failing — if it is delivering them at far too high a cost, or without a standardized, accountable process underneath. We evaluate how the system actually works before we judge what it produces. That is where durable improvement begins.

The Sage Approach
How we work

A decision-gated lifecycle

Every engagement advances through evidence-based decision gates — so investment is matched to readiness, and each phase earns the next.

01

Assess

Baseline governance, data, and delivery maturity.

02

Design

Architect frameworks and the target operating model.

03

Build

Configure systems, KPIs, and workforce tooling.

04

Pilot

Test, measure function, and refine before scale.

05

Sustain

Embed, automate evaluation, and optimize.

Selected engagements

Proof, not promises

A focused look at where the work has moved real systems. Detailed scope and assets shared at engagement.

Provincial Government

Provincial Ministry of Health

Engaged to develop the performance and evaluation strategy for primary care across a Canadian province — mapping governance mandates down into operational and evaluation models so accountability is distributed across the system. Funding approved at the deputy-minister level.

Role · Governance & evaluation strategy lead
Primary Care Network

Regional Primary Care Network

Built the evaluation and performance-measurement backbone for a regional primary care network — linking program KPIs to frontline delivery and standardizing how program function is assessed before outcomes are judged.

Role · Evaluation & measurement architecture
Physician Association

Provincial Medical Association

Supported a provincial physician association on a compensation review and accountability framework, connecting policy intent to measurable, defensible structures for distributing and evaluating physician resources.
